AP Polls vs. USA Today Polls

Okay, this is going to be a dumb question, but what's the differences between AP Polls & USA Today Polls? Who gets to decide what rank each school is in?

You know what? I really don't know the differences either. The ones that used to matter were the AP, Coaches, and then the computer rankings that all mixed together in order to get the BCS rankings. The people that get to vote are thought to be "experts" in college football, and are the people that watch and repot on the games. I don't really know all that much about it though. Anyone else out there know much about it?
